DRUGI TRANSTANACIONALNI SASTANAK ECONNECTIN MREŽE ODRŽAN U VISEU, PORTUGALIJA (29/02/2024)
Članovi projektnog tima Opštine Berane prisustvovali su drugom transnacionalnom sastanku mreže koji je organizovan 21-22. Februara 2024. Godine, u Viseu, u Portugaliji.
Sastanak je počeo prezentacijom dokumenta Osnovne studije od strane Vodećeg eksperta Roland Krebsa. Roland je prezentovao glavne izazove, ciljeve i očekivane rezultate Econnecting mreže.Prisutni su potom imali priliku da se upoznaju sa studijama slučaja kao što su:
-“Usluga na poziv” – mobilni servis, koju je izlozio Hose Carlos Almeida, clan projektnog tima Visea iz Portugalije.
-Pametna mobilna platform u Viseu, koju je preyentovao prof. Miguel Castro Neto, clan NOVA skole informacionog menadzementa.
-URBACT projekta S.M.A.A., kojeg je prezentovao vodeci ekspert Nuno Cunha.
Partneri su nakon prezentacija, nastavili diskusiju kako prezentovano primijeniti u svojim opstinama i uvrstiti u nacrte Akcionih planova.
Tokom drugog dana organizovana je Studijska posjeta Opstinama Vouzela i San Pedro do Sol, gdje su se svi partneri upoznali sa primjerima dobre prakse.
Sastanak od dva intenzivna dana doprinosi daljem razvoju Integrisanog akcionog plana urbane mobilnosti (IAP).
SECOND TRANSNATIONAL MEETING OF THE ECONNECTIN NETWORK HELD IN VISEAU, PORTUGAL (29/02/2024)
Members of the Berane Municipality project team attended the second transnational meeting of the Econnecting network, which was organized on 21-22. February 2024, in Viseu, Portugal.
Second Transnational Meeting of network has started with a presentation of the baseline study by Roland Krebs. Our LP has done an overview of the main challenges, goals and expected results of Econnecting network. The participants than had a chance to listen to very inspirational case studies as:
- “On demand” mobility service, held by Jose Carlos Almeida, project partner CIM Viseu Dao Lafoes
- “The Smart Mobility Platform”, held by Miguel Castro Neto (NOVA Information Management School)
- URBACT project S.M.A.L.-held by LE Nuno Cunha.
After the presentations, the partners continued the discussion on how to apply what was presented in their municipalities and include it in the draft Action Plans.
During the second day, a study visit was organized to the municipalities of Vouzela and San Pedro do Sol, where all partners were introduced to examples of good practice.
The meeting of two intensive days contributes to the further development of the Integrated Urban Mobility Action Plan (IAP).
ZAJEDNIČKI PROJEKAT OPŠTINE BERANE I OSAM EVROPSKIH GRADOVA (AUDIO) (20/02/2024)
Gošća emisije “Hronika grada” bila je koordinatorka projekta “Econnecting”, Tatjana Mališić Delević. Ona je u razgovoru sa Aleksandrom Vešović predstavila program “Urbact IV”.
U ime Opštine Berane, gospođa Mališić Delević je ovaj projekat predstavila u Podgorici na Info danu koji je nedavno održan.Ona je, između ostalog, kazala da ovaj projekat Opština Berane realizuje u partnerstvu sa osam evropskih gradova od juna 2023. godine.
JOINT PROJECT OF THE MUNICIPALITY OF BERANA AND EIGHT EUROPEAN CITIES (AUDIO) (20/02/2024)
The guest of the „Chronicle of the City“ show was the project coordinator of the „Econnecting“ project, Tatjana Mališić Delević. In a conversation with Aleksandra Vešović, she presented the experience of Berane municipalty in „Urbact IV“ program.
On behalf of the Municipality of Berane, Mrs. Mališić Delević presented this project in Podgorica at the recently held Info Day. She said, among other things, that the Municipality of Berane is implementing this project in partnership with eight European cities from June 2023.

THE MUNICIPALITY OF BERANE PRESENTED THE ACTIVITIES OF THE ECONNECTING PROJECT (08/02/2024)
Program URBACT prilika za povezivanje sa gradovima iz cijele Evrope (7/02/2024)
Program URBACT pruža priliku opštinama da sarađuju sa lokalnim samoupravama iz cijele Evrope i da zajedno sa građanima kreiraju rješenja kako bi gradovi bili zeleniji, inkluzivniji i inovativniji.
To je kazao Miloš Marković, v. d. generalni direktor Direktorata za evropsku teritorijalnu saradnju u Ministarstvu evropskih poslova, otvarajući info dan o Pozivu za kreiranje mreža za prenos inovacija u okviru programa URBACT, koji je danas održan u Podgorici.
Poziv je otvoren za sve opštine i lokalne subjekte u Crnoj Gori i još 35 zemalja Evrope, koji će kroz umrežavanje imati priliku da razmjenjuju dobre prakse i podstiču učešće građana u kreiranju rješenja za održivi urbani razvoj.
„Ono po čemu se URBACT razlikuje od drugih programa evropske teritorijalne saradnje jeste njegova primarna usmjerenost na lokalni nivo. URBACT prepoznaje ulogu koju gradovi imaju u rješavanju kompleksnih društvenih izazova i omogućava lokalnim samoupravama da budu pokretači promjena“, kazao je Marković.
On je naglasio da su u prethodnoj godini crnogorske lokalne samouprave, u okviru Poziva za uspostavljanje mreža za izradu akcionih planova, ostvarile zapažen uspjeh.
„Tri opštine – Bijelo Polje, Berane i Budva, dobile su podršku za učešće u 4 mreže, koje se tiču zelene tranzicije, promocije različitosti i povezivanja ljudi, jačanja ruralno-urbanih veza, te jačanja noćne ekonomije. Ovi rezultati nas uvjeravaju da ćemo i u okviru ovog poziva u nekoj od mreža imati lokalne subjekte iz Crne Gore“, istakao je Marković.
Govoreći o iskustvu u sprovođenju projekta „ECONNECTING“, menadžerka Opštine Berane Tatjana Mališić Delević kazala je da zajedno sa partnerima iz 7 gradova Evropske unije rade na izradi strategije za bolju povezanost ruralno-urbanih područja. „U okviru naše mreže želimo da na održiv način smanjimo udaljenosti unutar opštine, povećamo broj zelenih površina, oblikujemo humane javne prostore, te podstaknemo održivu mobilnost i uključivanje građana u proces planiranja“, naglasila je Mališić Delević.
Prema riječima Kristijana Radojčića iz Sekretarijata programa URBACT, mreže gradova u okviru ovog programa predstavljaju svojevrsni inkubator za lokalne samouprave. „Kroz umrežavanje gradovi imaju priliku da uče jedni od drugih, kao i da upoznaju ljude iz drugih evropskih država, drugačije sisteme i kulture. Na taj način se međusobno inspirišu i razmjenjuju dobre prakse iz prve ruke“, kazao je Radojčić.
Poziv za kreiranje mreža za prenos inovacija otvoren je do 20. marta 2024. godine i pruža priliku evropskim gradovima da prenesu i prilagode svom lokalnom kontekstu inovativne projekte sprovedene tokom prethodne perspektive u okviru Urbanih inovativnih akcija. Planirano je kreiranje 10 mreža za prenos inovacija, dok budžet jedne mreže može iznositi najviše 550.000 eura. Broj partnera je ograničen na 5 do 7, uključujući vodećeg partnera.

“The URBACT program provides an opportunity for municipalities to cooperate with local governments from all over Europe and to create solutions together with citizens to make cities greener, more inclusive and more innovative.” This was said by Miloš Marković, v. d. Director General of the Directorate for European Territorial Cooperation in the Ministry of European Affairs, opening an Info day about the Call for proposals to create networks for the transfer of innovations within the URBACT program, which was held today in Podgorica.
The invitation is open to all municipalities and local entities in Montenegro and 35 other European countries, which will have the opportunity to exchange good practices through networking and encourage the participation of citizens in creating solutions for sustainable urban development.
„What makes URBACT different from other programs of European territorial cooperation is its primary focus on the local level. „URBACT recognizes the role that cities play in solving complex social challenges and enables local governments to be the initiators of change,“ said Marković.
He emphasized that in the previous year, Montenegrin local self-governments, as part of the Call for the establishment of networks for the development of action plans, achieved notable success.
„Three municipalities – Bijelo Polje, Berane and Budva, received support for participation in 4 networks, which concern the green transition, promoting diversity and connecting people, strengthening rural-urban ties, and strengthening the night economy. These results convince us that we will have local entities from Montenegro in one of the networks within this call,“ Marković pointed out.
Speaking about the experience in implementing the „ECONNECTING“ project, the project manager of the Municipality of Berana, Tatjana Mališić Delević, said that together with partners from 8 cities of the European Union, they are working on the development of a strategy for better connectivity between rural and urban areas. „Within our network, we want to sustainably reduce distances within the municipality, increase the number of green areas, shape humane public spaces, and encourage sustainable mobility and the inclusion of citizens in the planning process,“ emphasized Mališić Delević.
According to Kristijan Radojčić from the Secretariat of the URBACT program, the networks of cities within this program represent a kind of incubator for local governments. „Through networking, cities have the opportunity to learn from each other, as well as to meet people from other European countries, different systems and cultures.“ In this way, they inspire each other and exchange good practices first hand,“ said Radojčić.
The call for the creation of networks for the transfer of innovations is open until March 20, 2024 and provides an opportunity for European cities to transfer and adapt to their local context innovative projects implemented during the previous perspective within the framework of Urban Innovation Actions. It is planned to create 10 networks for the transfer of innovations, while the budget of one network can amount to a maximum of 550,000 euros. The number of partners is limited to 5 to 7, including the lead partner.

1. U okviru prve faze projekta Econnecting, Vodeci ekspert mreze, Roland Krebs, na bazi rada ULG clanova mreze svih partnera kao i Studijskih posjeta, izradio je dokument Osnovna studija mreze.
Ova Studija definiše kontekst, pitanja i izazove kojima se bavi ECONNECTING URBACT mreža za akciono planiranje. Predstavlja realnost svakog od devet partnera u mreži i definiše zajedničke izazove za naredne dve godine saradnje. Studija takođe predstavlja metodologiju i mapu puta za postizanje uspešnog i participativnog procesa ka Integrisanim akcionim planovima.
2. Within the first phase of the Econnecting project, the Leading expert of the network, Roland Krebs, based on the work of ULG members of the network of all partners and his study visits, created the document Baseline study of the network.
This baseline study defines the context, issues and challenges addressed by the ECONNECTING URBACT Action Planning Network. It presents the reality of each of the nine partners in the network and defines common challenges for the next two years of co-operation. The study also presents the methodology and roadmap to achieve a successful and participatory process towards the Integrated Action Plans.
Prva faza projekta #Econnecting zasniva se na studijskim posjetama u okviru mreže partnera, kako bi se bolje razumeli izazovi i potencijali svakog urbano-ruralnog konteksta i razvila mapa puta projekta relevantna za sve uključene gradove.
Kao partner mreže #Econnecting, u Beranama je, dana 6.07.2023.godine, organizovana studijska poseta tokom koje nas je posjetio vodeci stručnjak Roland Krebs.

Uprkos svom potencijalu, Berane se suočava sa preprekama poput ograničenog javnog prevoza, odsustva obeleženih biciklističkih staza, neadekvatne pješačke infrastrukture i oslanjanja na automobile. Berane se zalaže za stratešku reviziju, podržanu stručnim studijama izvodljivosti, za razvoj javnog prevoza i bolji pristup prirodnim i istorijskim lokalitetima.
🏡 Očuvanje sela i katuna
Šarmantna sela i katuni dominiraju pejzažom, ali prijeti opasnost od iseljavanja stanovništva. Berane vjeruje u očuvanje osecaja zajedništva i boljih saobracajnih veza između sela i grada kako bi duša Berana ostala netaknuta.

Glavna gradska ulica, vec skoro 20 godina glavna pešačka zona, srce je Berana. Užurban centar za različite događaje, performanse i koncerte, mesto je gdje zajednica živi. Vizija Berana uključuje proširenje pešačke zone, zabranu parkiranja u centru grada i pretvaranje gradskog jezgra u raj za održivu mobilnost..

Berane is advocating for a strategic review, backed by expert feasibility studies, to develop public transport and improve access to natural and historic sites.
🏡 Preserving Villages and Katuns
Charming villages and katuns dot the landscape, but the threat of population emigration looms. Berane believes in fostering a sense of community and improving rural-urban transport connections to keep the soul of Berane intact.
🌆 Heart of the Town: St. Mojsija Zecevica
The main city street, (almost 20 years a main pedestrian zone), is the heartbeat of Berane. A bustling center for diverse events, demonstrations, and concerts, it’s where the community comes alive. Berane’s vision includes expanding the pedestrian zone, banning parking in the city center, and turning it into a mobility haven.
